District public health centres (보건소, bogeonso) in every gu offer free anonymous HIV and syphilis testing under national policy — no ID or insurance card needed for the basic panel. Itaewon Global Village Center and Seoul Global Center (both city-run) direct foreigners to English-capable clinics and interpret when needed.
