Montevideo — Ciudad Vieja holds the bar and club density (busy Thursday-Saturday, near-empty and sketchier on off nights); Pocitos and Punta Carretas are the upscale dining and hotel districts. Uruguay legalised and regulated sex work under Law 17.515 (2002): registered workers, health cards and licensed venues — the visible expression is the whiskería (licensed bar-brothel), scattered through working-class districts and along interior routes rather than concentrated in one red-light zone. The urban scene is otherwise low-key, mostly independent and apartment-based, arranged through classified sites. Punta del Este — the summer resort (December-February) runs an upscale seasonal scene around its clubs and is near-dormant off season. There is no street-level district worth mapping; Uruguay is the region's most orderly market and one of its most expensive.
