Dial 911 for police. Officer pay is low and bribe solicitation at traffic stops or nightlife checks happens; stay polite, ask for the written charge and insist on a lawyer rather than paying — the payment is itself an offence. Relatively few Western countries maintain full embassies in Asunción (the US, UK, Germany and Spain do; several others accredit from Buenos Aires), so know which mission covers you before travelling. Sex work is legal at 18+; the 1997 Penal Code (Law 1160, Art. 139) criminalises pimping and profiteering, and Law 4788/2012 treats any commercial sex with under-18s as human trafficking with heavy sentences. The general age of consent is 14, but 18 is the commercial floor, and Ciudad del Este in particular has documented underage exploitation — verify age rigorously and leave at any doubt.
