Albania — Neighborhoods

Albania is one of the few European countries where selling sex is itself a criminal offence rather than an administrative one: Article 113 of the 1995 Criminal Code makes engaging in prostitution punishable by a fine or imprisonment, and Article 114 punishes exploitation and organising far more heavily. There is no tolerated scene and no districts to map, and the country's recent history as a major trafficking source means police and prosecutors treat commercial sex primarily as an organised-crime issue — any transaction risks entangling a foreigner in a criminal investigation. What little exists is deeply underground and best avoided entirely.

Mainstream nightlife is a different story: Tirana's Blloku district — the former communist-elite quarter — is wall-to-wall bars, clubs and late cafés. Sarandë, Vlorë and Durrës run loud beach-club summers on the coast. Treat any approach offering paid company as a legal and safety hazard.
