Texas Penal Code §43.02 covers both solicitation and prostitution. As of 2021, solicitation became a STATE JAIL FELONY on FIRST offence in Texas — a unique escalation. Sentence range: 180 days to 2 years; potential probation. This makes Texas one of the most punitive US states for clients.

Sting-op enforcement reality
HPD's "Operation Trick or Treat" and similar named operations are run multiple times per year. Online platform deposits, hotel-room arranged encounters, and Bissonnet/Harry Hines/Northwest Highway physical encounters are all targeted. Texas is among the highest-risk US jurisdictions for buyer prosecution.
Conservative legal environment
Texas SB 20 (2021) made first-offence solicitation a felony. The state Republican Party platform supports increased criminalization. Reform legislation has not advanced. This is not a jurisdiction where the law is changing in a permissive direction.
