State legal framework

Texas Penal Code §43.02 covers both solicitation and prostitution. As of 2021, solicitation became a STATE JAIL FELONY on FIRST offence in Texas — a unique escalation. Sentence range: 180 days to 2 years; potential probation. This makes Texas one of the most punitive US states for clients.

Houston

  • HPD Vice Division: Among the most aggressive in the US. Online sting operations are documented; physical operations on Bissonnet Street ("Track") historic.
  • Bissonnet Track (Bissonnet/SW Loop) — Historic street zone; heavily policed since 2017 organized-crime crackdown.
  • Strip clubs: Centerfolds, Cover Girls, Treasures Houston, Vivid Cabaret.
  • Massage-parlour ecosystem: Major in greater Houston; Asian-American community-targeted enforcement waves.

Dallas / Fort Worth

  • DPD Vice: Active platform stings.
  • Harry Hines Boulevard historic — Dallas legacy street zone; police-controlled.
  • Northwest Highway corridor — Strip-club density.
  • Strip clubs: The Lodge Dallas, Bucks Cabaret, Baby Dolls Saloon, Silver City.

Austin

  • Austin PD: Less aggressive than Houston/Dallas under progressive city leadership.
  • Sixth Street nightlife — Pickup culture; not transactional.
  • Strip clubs: Yellow Rose, Palazio, Sugar's.
  • Tech-corporate clientele drives premium online platform demand.

San Antonio

  • SAPD Vice: Mid-tier enforcement.
  • Strip clubs: Several mid-range venues.
  • Smaller market than Houston/Dallas/Austin.

Border cities

  • El Paso: Cross-border with Ciudad Juárez (Mexico) — many regulars cross for legal-tolerance-zone activity.
  • McAllen / Brownsville: Cross-border with Reynosa / Matamoros — similar dynamic but elevated security risk on the Mexican side.
  • Laredo: Cross-border with Nuevo Laredo.

Sting-op enforcement reality

HPD's "Operation Trick or Treat" and similar named operations are run multiple times per year. Online platform deposits, hotel-room arranged encounters, and Bissonnet/Harry Hines/Northwest Highway physical encounters are all targeted. Texas is among the highest-risk US jurisdictions for buyer prosecution.

Conservative legal environment

Texas SB 20 (2021) made first-offence solicitation a felony. The state Republican Party platform supports increased criminalization. Reform legislation has not advanced. This is not a jurisdiction where the law is changing in a permissive direction.
