Colombo — the action concentrates in Colombo 2 and 3 (Fort/Kollupitiya): licensed casinos open to foreigners, hotel bars along Galle Road, and a spa/massage sector that operates as the main front for commercial sex. Solicitation is criminalized under the 1841 Vagrants Ordinance and brothel-keeping under the 1889 Brothels Ordinance, so the scene is discreet, apartment- and spa-based, and subject to periodic police raids. Freelancers work casino floors and larger hotel bars. Negombo — the beach-road bar strip near the airport has a smaller, tourist-facing version of the same. Hikkaduwa / Unawatuna / Mirissa — southern beach towns with seasonal nightlife; anything commercial here is informal and low-visibility.
