Most leisure travellers enter on the tourist e-visa launched in September 2019, available online to citizens of many countries (with visa-on-arrival for some); Umrah and Hajj require separate visas, and non-Muslims cannot obtain visas to enter Mecca. A 2019 rule change lets unmarried foreign couples share a hotel room and women book rooms alone — an administrative change that does not legalise extramarital sex. The main international gateways are King Khalid International in Riyadh (RUH), King Abdulaziz International in Jeddah (JED) and King Fahd International in Dammam (DMM). A health-insurance policy is bundled into the tourist e-visa.
